Low Incidence Diagnostic Services (LIDS)

Low Incidence Disabilities

The LIDS team consists of highly trained individuals from a variety of disciplines that are able to provide diagnostic services for students with low incidence disabilities.

What is a low incidence disability?
According to the IDEA, low incidence disability means:
  • (A) a visual or hearing impairment, or simultaneous visual and hearing impairments;
  • (B) a significant cognitive impairment; or
  • (C) any impairment for which a small number of personnel with highly specialized skills and knowledge are needed in order for children with that impairment to receive early intervention services or a free appropriate public education
Low-incidence disabilities occur less frequently in the general population than other disabilities areas. Disabilities include:
  • visual impairments
  • hearing impairments
  • deaf-blindness
  • physical disabilities
  • severe and multiple disabilities
  • significant developmental delay
  • complex health issues
  • autism
